The International Olympic Committee has announced that Russia will not be allowed to compete in the 2018 Winter Olympics in Pyeongchang because of the countries systematic doping. The Independent reported that Russian athletes may still compete, but can only do so under a neutral flag. The Head of the IOC, Thomas Bach, said that Russia doping its athletes was “an unprecedented attack on the integrity of the Olympic Games and sport.” According to the Independent, Russia had a state-sponsored doping system in place for many years, and the IOC “has ordered the Russian government to pay $15m towards a new Independent Testing Authority and reimburse the cost of their investigations.” Russian president Vladimir Putin is expected to make a statement within 24 hours.
