A top Republican senator admitted on Monday that the Senate Republican legislation to overhaul the federal tax code can't pass the chamber as currently constructed. In order to pass the Tax Cuts and Jobs Act, the bill must abide by what's known as the Byrd rule. On Monday, Sen. Orrin Hatch, chair of the Senate Finance Committee and author of the TCJA, said that there was work to be done to fix the bill and make it fit within the Byrd rule parameters.
