Despite being saddled with economic problems and its own damage from Hurricane Irma, Puerto Rico is opening up its borders to thousands of refugees from the US Virgin Islands whose homes were also destroyed by the storm, with up to 2,000 more expected to arrive on a cruise ship on Wednesday. On Tuesday, visibly shaken residents from St. Martin and the Virgin Islands arrived via US military aircraft, bringing tales of devastating winds and a complete breakdown of law and order. Last week, Hurricane Irma skirted Puerto Rico, knocking out power to 70 percent of the island, damaging buildings and killing at least three people, however the destruction was not nearly as complete as elsewhere in the Caribbean.
