In a recent video address to students, Russian president Vladimir Putin discussed the use of artificial intelligence to gain power. Putin said, "Artificial intelligence is the future, not only for Russia but for all humankind. Whoever becomes the leader in this sphere will become the ruler of the world." Despite the ambitions, Russia isn't likely to rise to AI dominance through technology breakthroughs. According to Gregory C. Allen, an adjunct fellow at the Center for a New American Security, China and the United States may reach new AI levels first due to having digital technology industries that are larger and growing faster than Russia's.
