New York City on Thursday passed a historic bill that will cap pollution from large buildings and mandate unprecedented cuts to greenhouse gas emissions. Huff Post reports the City Council approved the legislation in a 45-to-2 vote Thursday afternoon. The legislation, introduced by Democratic Councilman Costa Constantinides, sets emissions caps for buildings over 25,000 square feet and includes steep fines if landlords fail to comply. Starting in 2024, the bill requires landlords to retrofit buildings with new windows, heating systems and insulation that would cut emissions by 40% by 2030. Estimates say the new rules would create demand for several thousands of new jobs per year.
