Puerto Rico submitted a recovery plan to the U.S. Congress on Wednesday that would cost approximately $139 billion. Reuters reports that the plan costs 47 percent more than the bankrupt U.S. commonwealth requested in November. Puerto Rico’s financial problems led to bankruptcy in May 2017 and were compounded by major hurricanes that hit the island in September.
