The NFL requires that its owners own at least 30% of the team and has a debt limit of $350 million. There are few billionaires with the liquid cash to meet those requirements. Because of this, no one could meet David Tepper's bid of around $2.2 billion for the Carolina Panthers. Considering the value of the league as a whole, this is a very low sale price. The NFL may be disappointed with the sum and could include a relocation fee to inflate the value of the sale.
